Delta council to consider high-rise proposal

The public hearing on the development would be held next month

The development proposal also includes a negotiated community benefits package including the provision of 50 secured rental dwelling units, of which 10 units would be provided at below-market rates, and a childcare facility.

An application to build the city’s second skyscraper will be considered by Delta council on Monday.

Civic politicians will decide whether to grant preliminary approval, in order to send to a public hearing, a proposal to build a 29-storey, mixed-use development in the 9300-block of Scott Road and 11000 block of 93A Avenue.

The residential and commercial development would comprise 264 units in the residential tower with ground floor commercial space, a daycare as well as a six-storey, 50-unit rental building.

The site is located within the so-called Townline Neighbourhood.

The Townline Neighbourhood is one of the nodes along Scott Road, identified in the North Delta Area Plan, planned for higher density development.

Work is still on-going on a new Townline Special Development Area Concept Plan to guide future development in the area.

A report to council notes the development proposal is generally consistent with the plan’s directions identified in the first phase, which was endorsed by council last fall.

The application is being processed concurrently with completion of the second and final phase of the concept plan, which will result in amendments to the North Delta Area Plan, the report notes.

The site is also located in the Scott Road Economic Investment Incentive Zone, a bylaw that established financial incentives, including tax exemptions and development cost charge reductions, to encourage accelerated private sector investment in residential and commercial projects.

The high-rise project was also examined by the Mayor's Housing Task Force for Scott Road and is generally consistent with the task force’s final recommendations.

Monday’s council meeting takes place at 4 p.m. and can be viewed online on the city’s website.

If council decides to proceed, the public hearing would be held on Tuesday, June 8 at 4 p.m., via ZOOM.

Delta’s first skyscraper is the Delta Rise tower in North Delta.

That 37-storey building at 80th Avenue and Scott Road consists of more than 300 units on top of four floors of office and retail space.
