Delta council will discuss Monday the possibility of a foreign trade zone being established in South Delta.

The provincial government is currently examining the pros and cons of created such zones. Delta has been mentioned numerous times as a prime candidate.

A report to council notes the zones, in effect, are treated as if they were a territory outside of the host country. In general, goods are permitted to enter the zone duty-free.

Should they be just held and subsequently exported, no duty is paid. If a value-added manufacturing process takes place within the zone, taxes and duties may be applied.

Businesses located in the zone may be given duty and tax concessions.

Concerns have been expressed from several quarters over the impacts of a foreign trade zone here. The Council of Canadians notes the proposal in Delta raises more questions about the sale of B.C. Rail and the future Agricultural Land Reserve in Delta.

The council meeting takes place 7 p.m. at municipal hall.
