Vancouver police sent out a public warning Tuesday about a high-risk sex offender moving to the city.

Trevor Leonard Smith, a 46-year-old federal offender, is being re-released from jail today (Oct. 15) and has plans to live in Vancouver. The department says he poses a high risk of relationship and sexual violence, particularly against children.

“The VPD and Correctional Service of Canada believe there are compelling reasons to warrant a public notification of his release,” media relations officer Sgt. Steve Addison said in a press release.

This is not the first time the department has warned the public about Smith. He was the subject of public warnings in November 2017 and March 2019. He initially moved to Vancouver in 2017 after being released from prison and was arrested earlier this year after violating the conditions of his release.

Smith is 5'10" tall, weighs 170 pounds and has grey hair and blue eyes. Addison said he sometimes sports a beard but, he believes, Smith is currently clean shaven. He also sometimes uses the last names Landry and Williams.

His previous convictions include sexual assault, possession of child pornography and assault causing bodily harm.

Smith is subject to a number of court-ordered conditions, including:

  • Keep the peace and be of good behaviour;
  • Report to a probation officer;
  • Reside at a place approved by a probation officer;
  • Remain in British Columbia;
  • Advise a probation officer of relationships and friendships with females;
  • Not to consume or possess any controlled substances;
  • No contact, directly or indirectly, with anyone under 16 years old;
  • Not to attend any public park, school ground, recreational centre, skating rink or public swimming pool, public swimming area, community centre, playground, or any other place where a person under 16 years old is reasonable or expected to be present;
  • Not to use or possess a computer or access the internet, except with prior permission of a probation officer;
  • Not to possess or access any data encryption, electronic storage device, or computer software without written permission of a probation officer.

Addison said Smith will be monitored by VPD officers while is he living in the community.

"We hope that Mr. Smith is going to abide by these conditions," he said.

Anyone who sees, or knows of, Smith violating any of these conditions is asked to call 911 immediately.
