Delta childcare proposal on hearing agenda

A Delta staff report notes that comments received to date indicate strong support for a childcare facility, as well as the desire for a convenience store and restaurant/pub as part of the proposed development.

The proposed childcare facility at Captain Cove Marina will be on the agenda at a public hearing at municipal hall next Tuesday.

Located at 5519 Admiral Way, the childcare would be built in a currently vacant site located on the upland portion of a larger property.

The proposal is to allow for a childcare facility use within a proposed 14,112-square-foot, one-storey commercial building with one level of under-building parking containing 223 parking spaces.

The proposed childcare facility use and associated outdoor amenity area would be located at the southwest corner of the development and is projected to accommodate 106 children served by 14 employees.

The applicant has submitted a traffic assessment update which indicates that the additional net increase in trips for the childcare use would be negligible compared to an earlier proposal which envisioned more retail and office area, a planning department report notes.

The rezoning application is also for an accessory clock structure located at the west walkway entry area leading to the building.

For the clock structure, the maximum allowable roof ridge height would increase from 10 metres to 14.2 metres, while the maximum allowable mid-roof height would increase from eight metres to 13.1 metres.

The public hearing begins at 4 p.m. on July 21.

There will be only limited seating available in the council chambers for those who want to attend in person.

Due to COVID-19, the city is recommending that those who wish to participate do so via telephone or video conference, or provide written submissions.

To participate in the session, the public has to register with the clerk’s office by 10 a.m. on Tuesday.
