Good ol' Ed Ries must have had his tongue tucked firmly in his cheek when he wrote this column.

I'm sure he knows a good bit from long experience about the process of building bureaucratic empires by using taxpayers' money to create unnecessary employment opportunities and then growing a staff size for providing these extraneous "services."

This process cultivates the culture of beholden loyalty and dependency and is power selling right here at the level of local government.

Is anyone surprised?
