This is absurd. You have people that cannot put out garbage properly without driving through it because of raccoons. Keep chickens out of single-detached residential lots.
Because of my neighbor throwing food waste into her garden; this attracted raccoons which tried to get into my attic.
You want chickens - go live on a big farm. It is $300 per call for a roofer to check your roof and attic.
Keep chickens where they should be - cooked or in a bucket.
