Form and character rules implemented for a valid reason

I recall that the now revoked form and character rules were imposed by council to prevent the practice of altering a home after the occupancy permit was issued to provide numerous ‘sleeping rooms.’

Race riots nearly erupted as neighbours who desired to maintain the quality of the neighbourhood had to demand the city inspectors attend to stop the unauthorized alterations to an approved structure. These rules were implemented for valid reason and appear to have been revoked without due process.

No one wants their single family neighbourhood to have paved front yards full of dump trucks and additional cars.
