Referring to the comment by Don Porter regarding the solution to problems at the tunnel, I have a suggestion.

We can try what the Europeans do on the autobahns. During rush hour, all big rigs and commercial freighters have to park on the side of the road in order to enable the working people to commute to work and home.

Why don't we try that, say, between 8 and 9 a.m. and between 4 and 5 p.m., or any duration that makes sense? It would also be much better for the environment as well with less air pollution, diesel fumes, etc. Think about it.
