291-unit Delta condo project moves closer to reality

The site’s current designation is Medium Density Residential (Scott Road), which is intended for low-rise structures accommodating multiple family residential uses.

Council this week gave preliminary approval for another major housing development near the Scott Road corridor.

The Official Community Plan (OCP) and zoning amendment would see the redevelopment of a property at 7728 119A St. turned into two six-storey residential condo buildings, containing 291 units.

The lot currently contains a 22-unit strata townhouse complex built in 1977, which would be demolished.

It is surrounded by townhouses to the north, a multi-use path connecting Scott Road to 119A Street and a multi-family rental apartment building to the south, single-detached housing to the west and land designated for multi-family and commercial use in Surrey to the east.

A staff report notes, “Delta's Housing Needs Assessment indicates that different forms of housing, including mid-rise buildings, are appropriate in different areas of Delta, and that some increases in density are needed to make home ownership more viable. Variety of entry level home ownership is needed for young people and families, while the Housing Needs Assessment also notes that seniors need a variety of downsizing options with nearby access to transit, shopping and social opportunities.”

The traffic impact study concluded that all study area intersections and the road network would continue operating within acceptable capacity parameters and no new intersection improvements would be required.

Some residents in the area would prefer the project to take access from Scott Road, however, it was recommended that the development take access from the lower order road to minimize impacts of vehicles turning off the arterial, the report adds.

The owner also requested a temporary use permit for a presentation centre and construction staging parking area for the project, located south of the site at the corner of 75A Avenue and Scott Road.

The report also notes that the owner has committed to marketing units towards North Delta residents and providing an early opportunity to purchase a unit.

The proposal will be referred to a public hearing scheduled for Sept. 25.

The applicant, Realco, is also behind the 182-unit “Scott & Nicholson” condo complex near the corner of 70th Avenue and Scott Road.

Jit Sangha with Realco Holdings at this year’s  Mayor’s Economic Breakfast described his experience working with Delta council and staff as “phenomenal” and noted the city’s efforts to reduce development timelines has been significant.
