Additional safety measures eyed for these Delta intersections

The city is looking at contributing factors, collision trends as well as potential countermeasures to improve safety

The City of Delta has a plan to undergo enhancements at 20 intersections as part of a new overall road safety strategy.

Council on Monday endorsed a recommendation by the engineering department to gather feedback on upgrading the intersections, most of them in North Delta, identified as the top crash locations according to ICBC and Delta Emergency Services collision data.

It’s part of Delta’s new Vision Zero Safety Strategy.

Vision Zero is a multi-national road traffic safety project that aims to achieve a road system with no fatalities or serious injuries.

The project originated in Sweden and is gaining momentum in North America, according to an earlier Delta staff report, noting it has been embraced at the federal levels in both Canada and the United States.

One of the key differences between Vision Zero and traditional approaches to road safety is that traffic collisions are considered preventable, viewing safety as a shared responsibility between system designers, policy makers and road users through system level changes.

The latest report from the engineering department notes the most common collision types at the top 20 intersections included rear-end collisions, left turn opposing collisions, angle collisions and side swipe collisions.

A number of short-term as well as longer-term countermeasures are proposed at the sites.

Engineering director Steven Lan told council the proposed improvements are to go out to the public for feedback and as well as Delta's Transportation Technical Committee and Mobility and Accessibility Committee for review and input.

His report notes that intersections along Scott Road were excluded from a safety study undertaken by a consultant, as the safety along the 120 Street corridor is being reviewed separately in conjunction with the City of Surrey as part of the R6 RapidBus Project.

Intersections along 72 Avenue from Westview Drive to 115 Street were also excluded from the study because they are currently being re-constructed as part of the first phase of the 72 Avenue Roadway Improvements Project.

The report also notes that, looking forward to 2022, staff plan to further develop Delta's Vision Zero Strategy including, among other things, setting targets and public outreach.

Delta will also review the city’s current road safety initiatives and program funding levels and determine whether additional initiatives are needed, as well as whether funding levels are adequate.
