Mayor Lois Jackson and Council recognized the Delta Islanders PeeWee C who recently won Gold at the B.C. Lacrosse Provincial Championships. The Mayor congratulated the team on their excellent performance.

- Southlands Proposal

Century Group President Sean Hodgins, presented information on his development proposal for the Southlands and is expected to submit a formal application. Upon receipt of the application, staff will prepare a new applications report to Council that will outline the details of the proposal and the recommended public consultation process, which will include discussion with a number of Council Committees regarding the proposed 80% land transfer to Delta for farming purposes.

- 9/11 Memorial Ride

Mayor Jackson expressed her appreciation in accompanying Delta's Fire Chief Dan Copeland in the 9/11 Memorial Ride to the Peace Arch Border Crossing on Sept. 11. Members from all emergency services rode en masse to the Peace Arch Border Crossing in tribute to all those who lost their lives in the 9/11 attacks and to honour the bravery and dedication of emergency personnel and members of the public. Mayor Jackson commented on how fortunate we are to have personnel dedicated to keeping our community safe.

- Kirkland House Birthday

Last Saturday Mayor Jackson and Council celebrated the 100th birthday of Ladner's historic Kirkland House. Mayor Jackson commended the hard work of the volunteers who have worked tirelessly to restore the house and property - it looks fantastic!

- Delta Chamber of Commerce Luncheon at

Boundary Bay Airport - September 14, 2011

This Wednesday Mayor Jackson will be speaking at a Delta Chamber of Commerce luncheon on emerging economic opportunities at Boundary Bay Airport. The mayor will be joined by Lynda Hogarth, President of Alpha Aviation, who will discuss Alpha's plans to expand services at the Airport.

- 80 Street Overpass Celebration - Friday, Sept. 16

This Friday Mayor Jackson will be joined by the Honourable Edward Fast, Minister of International Trade and Minister for the Asia-Pacific Gateway, and the Honourable Blair Lekstrom, Minister of Transportation and Infrastructure, to celebrate the ongoing construction of the 80 Street Overpass near Boundary Bay Airport. The event will kick off at 10:30 a.m.

- Grand Opening of Tsawwassen Arts Centre - Friday, Sept. 16

Also on Friday, Delta is hosting an open house from 10 a.m. to 5 p.m., to showcase the Tsawwassen Arts Centre - now under the management of Delta Parks, Recreation & Culture - and introduce the programs and courses offered this fall season. Free program demonstrations will be offered throughout the day.

The Grand Opening of Firehall Centre for the Arts in North Delta will be held the following Friday, Sept. 23, to highlight the programs and courses that will be offered at this facility.

- Terry Fox Run - Sunday, Sept. 18

Mayor Jackson advised two Terry Fox Runs will be held in Delta - one in the north and one in the south. For information on start times, registration and locations, please visit the Events calendar on Delta's website.

- 71st Annual Battle of Britain Parade - Sunday, Sept. 18

Also on Sunday, the Air Cadets of the Air Cadet League of Canada will conduct a ceremony at historic Boundary Bay Airport to commemorate the 71st anniversary of the Battle of Britain. Gates will open at 12 p.m. with historic aircraft flying past at 1:45 p.m. and the parade commencing at 2 p.m. Admission is free.

Discussion Reports:

- Delta Shake & Shingle Agreement

Delta council approved a landmark agreement with Ocean Trailer, a Coquitlam-based trailer and container business; that will see the remediation, closure and redevelopment of the former Delta Shake and Shingle landfill site located on River Road East in the Tilbury industrial area of Delta.

- Kiosk Wrapping Program Approved

Council endorsed a report on the 39 kiosks that will be wrapped this year to reduce the occurrence of graffiti and beautify local areas throughout Delta.

- Mexico City Pact & 2011 Resilient Cities Congress

Council received an update on the progress of Delta completing the Mexico City Pact signatory requirements and on the topic of the 2011 Resilient Cities Congress recently held in Bonn, Germany. With Delta being one of the first Canadian signatories to the Mexico City Pact, Council endorsed a recommendation that British Columbia and Canadian municipalities be encouraged to sign on to the Mexico City Pact and that Delta continue its participation in the ICLEI Canada Climate Change Guidebook pilot program.

- Peak Phosphorus & Nutrient Recovery

Information was presented to Council on phosphorus - an essential element for all living beings that is widely used in the production of agricultural fertilizers. An emerging concern with phosphorus management is the rapid depletion of easily mined rock phosphate. This issue has implications for Delta, given our agricultural land base. Multiple methods to remove and recover phosphorus from municipal wastewater treatment plants are available and further research on phosphorus recovery technologies is ongoing.

- Amendment Request - SFPR Environmental Certificate

Council endorsed staff's recommendations regarding Gateway's request for an amendment to the South Fraser Perimeter Road (SFPR) Environmental Certificate to allow for the deposit of excavated material at three sites along the SFPR alignment in Delta. Specifically, Delta will reiterate its request for the specific details of the vegetation and wildlife compensation to be provided for impacts relating to Excavated Material Placement Area #5 and that this information be referred to the Burns Bog Scientific Advisory Panel for review and comments.

- 80 Street Overpass Update

Council received an update on the status of the 80 Street Overpass project, which will provide improved access to Boundary Bay Airport and surrounding businesses. The project includes signalization of the 72 Street and Ladner Trunk Road intersection. The project is within budget and completion is scheduled prior to June 2012.

- Dedication of Municipal Lands for Road Purposes

Council approved the dedication of municipal lands along portions of 53 Street, Savage Road, 116 Street, and Main Street for road purposes.

- Access to 44 Avenue

Council endorsed a recommendation to install a vehicular farm gate on both sides of 88 Street and at 80 Street to assist in limiting vehicular traffic along this gravel roadway to landowners, maintenance crews and emergency personnel only.

- 48A Avenue Sidewalk Request

Council received information regarding a sidewalk request for 48A Avenue between 57A Street and 59 Street and endorsed a staff recommendation that a sidewalk on the south side of 48A Avenue be reviewed along with other high priority sidewalk locations as part of the 2012 Five Year Financial Plan.

- Third Reading Extension of Bylaws No. 6693 and 6694 - 11490 84 Avenue

Council approved a request for an extension of third reading of Bylaw No. 6693 and Bylaw No. 6694 to December 30, 2011. The applicant is actively working to secure financing to complete the requirements for final consideration and adoption of the bylaws and issuance of Development Permit LU005509.
