The KinVillage Association’s proposed 152-unit development is being funded and financed through B.C. Housing's Community Housing Fund.

A pair of proposed, large residential developments, aimed at affordable rentals, will be on the agenda at a City of Delta public hearing scheduled for this Thursday, Sept. 9.

One of the proposals, part of a long-term expansion of the KinVillage seniors housing complex in Tsawwassen, is a 152-unit, four-to six-storey seniors’ affordable rental apartment building, which includes space for a day program for older adults.

Located on 54A Street, the rental building includes three rent classifications: rent-geared-to-income units (50 percent of units), affordable market rentals (30 percent of units), and deep subsidy rentals (20 percent of units) with indoor amenity spaces, common balcony spaces and laundry rooms on each floor.

A Delta report notes Delta’s Housing Needs Assessment, completed in 2019, identified the need for affordable rental and seniors housing.

The draft Housing Action Plan, anticipated to be brought before council for consideration this fall, proposes incentivizing developments that provide important housing types such as those proposed on the subject site, the report notes.

Also on the agenda is a proposal for a two-phase, 198-unit non-market housing development for seniors, families and inclusive housing for persons with intellectual disabilities at 4603, 4625 and 4649 Evergreen Lane in Ladner.

The proposed development by Affordable Housing Societies would be non-market rental housing with rents set at levels affordable for households with low, moderate and middle incomes, the planning department notes.

For the past two years Affordable Housing Societies have been working to develop a plan for the redevelopment on its properties on Evergreen Lane.

Funding for the project has been secured through BC Housing’s Community Housing Fund.

The public hearing starts at 6 p.m. and can be seen online on the city’s website.

To speak, people must register with the clerk’s office by 10 a.m. on Thursday.
