Mixed-use building pitched for former Delta gas station property

The high-density development would require a rezoning and additional environmental remediation to allow for underground parking

A revised proposal to develop a former gas station property fronting Scott Road into a mixed-use apartment complex is working its way through Delta’s application process.

In response to a recent letter writer to council conveying support for the project, staff said the application for the new six-storey mixed-used development on the lot next to the North Delta Inn site is still currently under review.

The city originally received an application in 2020 to develop the vacant North Delta property, located at 11996-70th Ave.

“This development will offer market rental housing in a desirable, well serviced neighbourhood within walking distance of Scott Road, as well as local schools and parks,” a project description by Flat Architecture Inc. at the time noted.

A revised application was submitted late last year.

The latest proposal includes 8,458-square-feet of commercial floor space at grade and 90, one, two and three-bedroom dwelling units above. Twenty of the units would be adaptable units.

The development includes 150 parking spaces in three levels below the building, along with 114 dedicated spaces for bicycle parking on the mezzanine level at grade.

The property has an Official Community Plan designation intended for multiple-family residential as the primary use and retail and office commercial, recreation, cultural, public and open space as secondary uses, although commercial uses are optional.

The proposed density and land uses are consistent with the site’s designation in the North Delta Area Plan, according to the planning department.

The Mayor's Housing Task Force for Scott Road recommended that section of Scott Road as mainly residential, up to a maximum of six storeys, with some neighbourhood commercial.

The application has been circulated to internal departments and external agencies including TransLink for comment. Those comments, as well as comments from the public, will be gathered for an upcoming report to council.

The property at the corner of 70th Avenue and Scott Road is adjacent to the new 182-unit Scott & Nicholson condo complex on one side and Scottsdale Centre mall and a McDonald's across 70th Avenue on the other side.

Meanwhile, a formal development application for a high-density residential development complex is expected to be submitted sometime this year for the North Delta Inn property.

Just down the road, a plan is in the works to build a 281-unit condo development at 7702 and 7740-119A St.

Currently occupied by a 20-unit townhouse development, the new development, located just off from 77A Avenue, would include two, six-storey buildings with one oriented toward Scott Road and one toward 119A Street. Council in a Committee of the Whole meeting last fall heard from the proponents behind that project, which was still in the pre-application phase.
