Delta police this week issued a public advisory about a high-risk sex offender moving to the area.

James Conway has been convicted three times for sexual offences involving children. He has been released from custody and is moving to Delta.

Department spokesperson Sgt. Sarah Swallow said police couldn't say specifically where in Delta Conway is relocating for several reasons, including privacy concerns.

The 40-year-old is described as Caucasian with brown hair and blue eyes. He is 6'4" and weighs 275 pounds. According to police, he prefers to use public transit as his method of transportation.

Conway has a criminal history that includes sexual interference of a person under 16, sexual assault, arson and breach of recognizance. According to B.C. Corrections, he has "maintained a versatile pattern of sexual offending against female children in a predatory and opportunistic manner." Swallow said Conway has been released to a residence with fulltime staff and caseworkers, and he is under 24-hour supervision. He is under house arrest, subject to electronic monitoring by authorities and ongoing checks from police officers, probation officers and B.C. Corrections staff.

"Conway has strict monitoring and conditions, however, if he is in the company of a supervisor or case worker, he is able to travel around as long as he is not breaching those conditions," she added.

Swallow said Conway was released with a long list of conditions, including not engaging in any activities that involve contact with anyone under the age of 18 and staying away from any place, including churches and parks, that offer activities for children under 18. Anyone who sees Conway violating his conditions is asked to call 911.
