Why are Tsawwassen’s gas prices almost always higher than neighbouring communities?

It continues to puzzle me as to why gas prices in Tsawwassen are constantly higher than our two neighboring communities of Richmond and Point Roberts.

Point Roberts, I understand; it's the U.S. but why are our prices almost always higher than Richmond's even though Richmond's gas stations are all full service while we have very few, if any, full serve pumps?

As a person that uses a wheelchair (and I suspect many people with mobility limitations, seniors, etc.), we appreciate, if not require, full service but must pay a premium for full serve if it's even available in Tsawwassen.

Late last Thursday evening on my way home, passing through Richmond I saw gas at an Esso station at Westminster Highway and Garden City Road posted at $1.31.9 per litre (for full serve). Arriving in Tsawwassen about 20 minutes later, I saw the Shell station at 16th Avenue and 56th Street had its sign at $1.46.9 per litre... for self serve, 15 cents a litre more (and several cents a litre more than that for full serve, I'm sure).

Of course I prefer to spend my money locally but when I would constantly be charged about $5 or more to fill a tank here it's not a difficult decision where I'll be buying my gas.
