Never mind the death penalty, what's needed is a "life penalty" to toughen Canada's judicial response to all cases of capital murder by making life sentences truly mean life.

While the Canadian Charter of Rights precludes retroactively increasing punishment, in future let's aim for a change in the courts' sentencing provisions to make life terms for multiple (serial) killers consecutive rather than concurrent.
